Lodge Delegate. One duly elected delegate to the annual state or bi-annual (held in the odd numbered years) national conferences of the Fraternal Order of Police shall, upon supervisory approval, be granted forty (40) hours with pay to attend such functions. This supervisory approval shall not be unreasonably withheld.
