LOSS OF POSITIONS. In cases where positions are abolished because of regulations changes, all possible consideration will be given to transferring employees to comparable jobs. Employees to be displaced will be given first opportunity to qualify for the new position before any person outside the bargaining unit is hired to fill the resultant job if practical.
