SPECIFICATION TERMS OF REFERENCE: THE LEASE AND OPERATION OF A NEWLY CONSTRUCTED FRESH PRODUCE MARKET DISTRIBUTION CENTRE LOCATED IN BERGVILLE / OKHAHLAMBA LOCAL MUNICIPALITY INTRODUCTION The Okhahlamba Local Municipality is seeking to lease a newly constructed Fresh Produce Market Distribu- tion Centre facility to a competent technical partner with fresh produce experience. The study was successfully conducted in 2013 and the market analysis section of the feasibility study remains critical in identifying the future prosperity of the project. The Preliminary findings indicated that a conventional Fresh Produce Market (FPM) is not Feasible due to a lack of enough variety and volume of local production; and recommended that a Fresh Produce Market Dis- tribution Centre (FPMDC) be established as the only viable alternative to a conventional Fresh Produce Mar- ket. The facility was to be designed and built in a manner that caters for bulk trade and processing of produce as well as the needs of hawkers in terms of storage facilities for fruit and vegetables. Hawkers find it difficult to source produce direct from external producers and currently have to use local wholesalers as a supply source; LOCATION The Okhahlamba Local Municipality (OLM) has constructed a Fresh Produce Distribution Centre within the Industrial Development Zone and is adjacent to Agri-Park identified site in Bergville town in KwaZulu-Natal. This initiative has been funded by the Department of Co-operative Governance and Traditional Affairs (COGTA). This site is not far from the main trading areas in the centre of town.
