No Reduction of Benefits. The City will not, at any time during the Term of this Agreement, reduce the non-salary benefits of the City Attorney, except to the degree such reductions exist or are enacted for all department heads of the City. Any reduction in salary will be governed by Section 5.3 of this Agreement.
