No Reduction of Benefits. CITY shall not at any time during this Agreement unilaterally reduce the salary, compensation, or other financial benefit of EMPLOYEE, except to the degree of such reduction is across-the-board for all applicable (non-collective bargaining unit) employees of the CITY.
