Notice of intention to request submission to arbitration must be in writing addressed to the Chairman of the School Committee. Such notice shall be certified mail, return receipt requested, within twenty (20) calendar days following receipt of the written decision of the School Committee. If the School Committee fails to render a decision within the time limits in Step 3 above, the Union may proceed to arbitration within fifteen (15) calendar days of the time that the decision was due.
