Operations Stormwater Pollution Prevention Plan. The Certificate Holder shall prepare an Operations Stormwater Pollution Prevention Plan (Operations SWPPP) in consultation with Ecology. 1. The Operations SWPPP shall include an operations manual for permanent BMPs. 2. The Operations SWPPP shall be prepared in accordance with the guidance provided in the Ecology Stormwater Management Manual for Eastern Washington, September 2019 or as revised. 3. The Certificate Holder shall annually review the Operations SWPPP against the guidance provided in the applicable Ecology Stormwater Management Manual and make modifications as necessary to the Operations SWPPP to comply with current requirements for BMPs. 4. The Operations SWPPP shall specify that water used for washing of the solar panels is to not contain any solvents or other additives.
