Organizational Rights. 5.1 The Association shall be permitted: 5.1.1 Access at reasonable times to areas in which unit member’s work by an appropriate representative of the Association. 5.1.2 Use of designated institutional bulletin boards, mailboxes, campus mail system, campus email system and Intranet for the posting or transmitting of mass information or notices, provided that a copy of posted or transmitted material is presented to the Superintendent/President at the time of posting or transmission. 5.1.3 Use of institutional facilities and buildings without charge subject to the Civic Center requirements as referenced in Education Code Sections 82537-82548. 5.1.4 The opportunity for a representative of CSEA, who is not an employee of the District to review reviewable material within a unit member's personnel file subject to the condition that the representative be accompanied by or have in his/her possession a written authorization signed by the unit member within one (1) week of the review, and that the representative provides the Human Resources Department twenty-four (24) hours advance notice of his/her desire to review and state the specific reason(s) for the review. 5.1.5 To receive one (1) copy of public Board of Trustee materials on or before scheduled meeting dates of the Board of Trustees. 5.1.6 To designate not more than two (2) job stewards and shall notify the District of the name of each such designated job xxxxxxx. Such notice will be transmitted in writing within thirty (30) days of the execution of this Agreement and will include the area(s) in which each job xxxxxxx will be functioning. The Association further agrees to notify the District within fifteen (15) days of any change in designated job stewards. 5.1.7 Upon written request to the District a once a year hire date seniority roster of all bargaining unit employees represented by CSEA, which shall include name, classification, title, hire date, salary range, and step within thirty (30) days of the written request. 5.1.8 Access to Board meeting minutes within fifteen (15) workdays after each Board meeting. 5.1.9 Monthly membership meetings in accordance with past practice as mutually agreed upon between the District and CSEA.

The Chapter President shall have the right to be released from duties for up to 40hours per year to conduct Association business. This released time shall be delegable in whole or part to other Chapter officers at the discretion of the Chapter President. 3.1.6 The Chapter President or delegated officer will notify the Superintendent or designee prior to the condition that use of such release time. 3.1.7 The Chapter President shall appoint the classified representative be accompanied by or have in his/her possession a written authorization signed by to the unit member within one (1) week of the reviewfollowing District committees: Budget, Advisory, Safety, Medical Benefits, and that the representative provides the Human Resources Department twenty-four (24) hours advance notice of his/her desire to review and state the specific reason(s) for the reviewProfessional Growth. 5.1.5 To receive one (1) copy of public Board of Trustee materials on or before scheduled meeting dates of the Board of Trustees. 5.1.6 To designate not more than two (2) job stewards and shall notify the District of the name of each such designated job xxxxxxx. Organizational Rights. 5.1 3.1 The Association CSEA shall have the right to contact employees, use official College bulletin boards and mailboxes, including electronic mail, distribute employee organizational materials, and use College facilities for organizational meetings subject to reasonable District procedures regulating time, place, and manner of such activities. The District will provide CSEA with a clearly identified mailbox for the receipt of materials. CSEA’s use of electronic mail for internal union business is restricted to times when the sending employee is not on duty. 3.2 Subject to the subject matter restrictions contained in Article II, herein, the CSEA shall have the right to review an employee's personnel file when accompanied by the employee or upon presentation of a written authorization signed and dated by the employee. The timing of such review may be controlled by the District so as to permit the normal functioning of District offices. Whenever possible, the employee should be present during the file review. 3.3 At the request of CSEA, the District agrees to reconcile annually the seniority status of employees. CSEA shall assist the District as requested by the District in such reconciliation. 3.4 Once each month during the life of the Agreement, all employees shall be permitted: 5.1.1 Access granted one hour release time to attend regular monthly CSEA chapter meetings, which shall normally be held from noon until 1:00 p.m. or 5 to 6 p.m. or during the College Hour. CSEA shall provide a roster of those employees in attendance at reasonable times each meeting. Any employee taking the described released time shall utilize said time only for attendance at the chapter meeting. Failure to areas in which unit member’s work by an appropriate representative do so shall constitute absence without leave, and the employee's salary shall be docked for the period of the Associationabsence. 5.1.2 Use 3.5 Within thirty days after execution of designated institutional bulletin boardsthis Agreement, mailboxes, campus mail system, campus email system the District shall deliver to CSEA one copy for each employee and Intranet for an additional twenty copies. Any employee entering the posting or transmitting bargaining unit after execution of mass information or notices, this Agreement shall be provided that a copy of posted or transmitted material is presented to the Superintendent/President Agreement by the District at the time of posting or transmissionemployment. 5.1.3 Use 3.5.1 Copies of institutional facilities any written changes agreed to by the parties shall be provided and buildings without charge subject to paid for in the Civic Center requirements same manner as referenced in Education Code Sections 82537-82548the agreement itself. 5.1.4 The opportunity 3.6 CSEA shall have the right to conduct a one-hour agreement orientation session for all employees at a representative of CSEA, who is not an employee of time during the District to review reviewable material within a unit member's personnel file subject to the condition that the representative be accompanied by or have in his/her possession a written authorization signed by the unit member within one (1) week of the review, and that the representative provides the Human Resources Department twenty-four (24) hours advance notice of his/her desire to review and state the specific reason(s) for the review. 5.1.5 To receive one (1) copy of public Board of Trustee materials on or before scheduled meeting dates of the Board of Trustees. 5.1.6 To designate not more than two (2) job stewards and shall notify the District of the name of each such designated job xxxxxxx. All employees, except those whose presence on the job, in the opinion of the District, is critical to the continued operation of the College, shall be granted one hour of released time to attend this session. The orientation session shall be held between the District hours of 9:00 a.m. and CSEA5:00 p.m. on a weekday during the specified period. 3.7 Reasonable released time not to exceed 24 total hours shall be granted to members of the CSEA bargaining team to hold an Agreement Orientation Meeting and an Agreement Ratification Meeting for employees at the Del Norte and Mendocino campuses of the District. The timing of such released time shall be at the discretion of the District. Section 3.6 of this Agreement shall apply to the Agreement Orientation Meeting.
