Organizational Rights. ‌ 3.1 To the extent permitted by law, CSEA shall have the right to contact employees, use official College bulletin boards and mailboxes, including electronic mail, distribute employee organizational materials, and use College facilities for organizational meetings subject to reasonable District procedures regulating time, place, and manner of such activities. The District will provide CSEA with a clearly identified mailbox for the receipt of materials. CSEA’s use of electronic mail for internal union business is restricted to times when the sending employee is not on duty. 3.2 Subject to the subject matter restrictions contained in Article II, herein, the CSEA shall have the right to review an employee's personnel file when accompanied by the employee or upon presentation of a written authorization signed and dated by the employee. The timing of such review may be controlled by the District so as to permit the normal functioning of District offices. Whenever possible, the employee should be present during the file review. 3.3 At the request of CSEA, the District agrees to reconcile annually the seniority status of employees. CSEA shall assist the District as requested by the District in such reconciliation. 3.4 Within thirty (30) days after execution of this Agreement, the District shall deliver to CSEA one copy for each employee and an additional twenty copies. Any employee entering the bargaining unit after execution of this Agreement shall be provided a copy of the Agreement by the District at the time of employment. Copies of any written changes agreed to by the parties shall be provided and paid for in the same manner as the agreement itself. 3.5 The CSEA Chapter President shall keep the Director, Human Resources/Equal Employment Officer, informed of the identity of CSEA’s current elected and appointed officers, job stewards, and members of the negotiating committee.

Organizational Rights. 3.1 To 4.1 Normal CSEA business shall be interpreted to mean such items as meetings, circulation of petitions, or elections. 4.2 CSEA agrees that its officials, including CSEA representatives and labor relations representatives, shall conduct normal CSEA business at times other than the extent permitted by lawrespective employee's working hours, unless prior permission is received from the Superintendent/President, or his/her designee. 4.3 The District agrees to grant CSEA access to employee work locations during the lunch break or after normal working hours. 4.4 CSEA shall have the right as a recognized classified employee organization to contact employees, post notices of activities and matters of CSEA concern on a portion of each employee bulletin board provided by the District. 4.5 CSEA may use official College bulletin boards and the District's mailboxes, including electronic voice mail, distribute employee organizational materialsand email, and use College facilities for organizational meetings subject to reasonable District procedures regulating timerestrictions, placefor general distribution of officially designated CSEA business to unit members and that all communications, and manner by CSEA, shall have proper identification of CSEA. 4.6 A copy of such activitiesmaterial shall first be given, before general distribution, to the Superintendent/President, or his/her designee. 4.7 Political campaign literature shall not be posted on institutional bulletin boards or distributed through the District's mailboxes, voice mail, or email or shall District facilities or equipment be used in any manner for political purposes by unit members of CSEA, other than the election of persons running for the local CSEA or state CSEA offices. If it is, it shall be immediately removed by the District. 4.8 The District shall furnish the CSEA President, by the first day of classes of the fall semester, without charge, an updated list of unit member's information to include: Name *Address *Telephone number Classification Campus location *Unless a unit member has requested that this information be kept private. In addition, the District shall furnish the CSEA President, without charge, any unit member's: A) Change in assignment B) Transfer within the District C) New unit member's: Name *Address *Telephone number Classification Campus location *Unless a unit member has requested that this information be kept private. 4.9 The District authorizes CSEA to use the District's buildings at any time other than when the request interferes with student instruction. In an emergency, the Superintendent/President may authorize CSEA to use District buildings during normal working hours as long as the use of such buildings does not interfere with the instructional program. 4.10 The District agrees to provide access to any public document, subject to the public disclosure law, to CSEA upon request with a reasonable time allowance for the document to be copied and upon reimbursement to the District for material costs involved in the duplication of the material. 4.11 The District and CSEA shall meet once monthly, or as otherwise scheduled, to review the classified bargaining unit vacancy list. All employees, Human Resources/Equal Employment Officerexcept those whose presence on the job, informed in the opinion of the identity District, is critical to the continued operation of CSEA’s current elected the College, shall be granted one hour of released time to attend this session. The orientation session shall be held between the hours of 9:00 a.m. and appointed officers, job stewards, and 5:00 p.m. on a weekday during the specified period. 3.7 Reasonable released time not to exceed 24 total hours shall be granted to members of the negotiating committeeCSEA bargaining team to hold an Agreement Orientation Meeting and an Agreement Ratification Meeting for employees at the Del Norte and Mendocino campuses of the District. The timing of such released time shall be at the discretion of the District. Section 3.6 of this Agreement shall apply to the Agreement Orientation Meeting.

Organizational Rights. 3.1. CSEA shall have the following rights in addition to the rights contained in any other portion of this Agreement. 3.1 To 3.1.1. CSEA staff and CSEA officers, site representatives, and job stewards (during duty-free periods) shall have the extent permitted right of access to bargaining unit members during their duty-free periods. 3.1.2. Notwithstanding the aforementioned provision, CSEA staff shall have reasonable access to CSEA Chapter #311 officers, site representatives, and job stewards during the normal workday, providing that CSEA staff makes the job xxxxxxx’x presence known to the principal and/or department head and secures permission prior to contacting such a unit member. 3.1.3. CSEA may use District mail services and designated bulletin boards subject to the following conditions: (a) all posting on designated bulletin boards or items for District mail services must contain the date of posting or distribution and the identification of the organization, together with a designated authorization by lawa CSEA officer; (b) a copy of such posting or distribution must be delivered to the Superintendent or designee at the same time as posting or distribution; and (c) CSEA will not post or distribute through District mail services information which may be defamatory of the District or its personnel, subject to the immediate removal of the material by the District. 3.1.4. CSEA shall have the right to contact employeesrequest the use of District facilities pursuant to any current board policy, use official College bulletin boards and mailboxes, including electronic mail, distribute employee organizational materials, and use College facilities for organizational meetings subject to reasonable District procedures regulating time, place, and manner of such activities. The District will provide CSEA with a clearly identified mailbox which provides for the receipt of materials. CSEA’s use of electronic mail for internal union business is restricted to times when the sending employee is not on duty. 3.2 Subject to the subject matter restrictions contained in Article II, herein, the organizations. Whenever possible, the employee should be present during the file review. 3.3 At the request of CSEA, the District agrees to reconcile annually the seniority status of employees. CSEA shall assist the District as requested by the District in such reconciliation. 3.4 Within thirty (30) days after execution of this Agreement, the District shall deliver to CSEA one copy for each employee and an additional twenty copies. Any employee entering the bargaining unit after execution of this Agreement shall be provided a copy of the Agreement by the District at the time of employment. Copies of any written changes agreed to by the parties shall be provided and paid for in the same manner as the agreement itself. 3.5 The CSEA Chapter President shall keep have the Director, Human Resources/Equal Employment Officer, informed right to be released from duties for up to 40hours per year to conduct Association business. This released time shall be delegable in whole or part to other Chapter officers at the discretion of the identity Chapter President. 3.1.6. The Chapter President or delegated officer will notify the Superintendent or designee prior to the use of CSEA’s current elected and appointed officerssuch release time. 3.1.7. The Chapter President shall appoint the classified representative to the following District committees: Budget, job stewardsAdvisory, Safety, Medical Benefits, and members of the negotiating committeeProfessional Growth.
