ORIGINAL APPOINTMENT COMPENSATION RATE. The rate of compensation upon original appointment in a supervisory position in the Authority shall normally be step "1.” However, if the Library Director or designee finds that the appointee has extraordinary qualifications, or that a higher step is necessary in order to recruit, appointment at any step in the grade may be made.
