Employee to External Applicant: If the top scoring candidate is an 39 outside applicant and the second ranked candidate is a District 40 employee, the District employee shall be offered the position if 41 the District employee is “equally qualified.” The District and 42 CSEA have defined “equally qualified” to mean the score 43 difference between the two candidates is 5% or less of the total 44 possible points. 45
