Participation in Union. The Employer agrees that it shall not interfere with, restrain, coerce or discriminate against employees in their lawful right to become and remain members of the Union and to participate in its activities.

Participation in Union. In accordance with 5 USC 7102 each employee has the right freely and without fear of penalty or reprisal to form, join, and assist any union or to refrain from any such activity. The right to assist the Union extends to participation in the management of the Union and to act for the Union in the capacity of a representative, including presentation of its views to officials of the Employer, the Executive Branch, the Congress, or other appropriate authority. Bargaining unit employees have the right to engage in collective bargaining with respect to conditions of employment through representatives of the Union.
