Political / organizational issues. Graz has a detailed traffic concept and many boroughs have their own concepts too, which are aligned with the general guidelines of the city. In Andritz the centre of the borough has recently been restructured giving priority to the public transport (PT) node. So, for PT users and pedestrians the situation is quite good while the demands for cyclists have been mainly neglected. In the shopping area of this borough a paid parking system with a maximal duration of parking of 3 hours has been introduced. Andritz is part of the City of Graz which means that it can’t make its own political decisions. Nevertheless there are political representatives in charge of this borough who are informed of the Active Access project and who have promised to support the planned activities.

Political / organizational issues. The city of Koprivnica is currently developing its urban sustainable transport plan which is taking all stakeholders’ interests into consideration. There is permanent and strong political support for these issues at local level. There is very little national legislation referring to sustainable transport and no national incentives for transport sustainability measures. There is strong support for cycling and walking but public transport and other possibilities including car-sharing and car-pooling options are still missing.
Political / organizational issues. Until now in Tartu, a roadmap of a bike lane network development and road traffic development plan have been prepared and the safety of children’s school routes was studied. These documents are insufficient to solve bike / pedestrian problems in Tartu. They provide the results of analysis and, sometimes, a selection of solutions, but specific agreed solutions that satisfy all stakeholders are absent. Therefore, the same disputable issues re-surface during re-conciliation of projects (for example, curb height at pedestrian crossings, bike lane as a lane on a roadway or as a separate path, etc.).

It’s dangerous to travel by bicycle. There was some initialisation for developing bicycle routes, but it hasn’t had any results yet.

Because of social issues the politicians don’t see soft modes of transport as a priority that needs to be solved.
