Previously Painted Surfaces a. The Contractor shall remove all rust, rust scale, and heavy chalk of deteriorated coatings with a combination of solvent or detergent washing, hand or power tool cleaning. Glossy areas of sound previous coating need not be removed but shall be mechanically abraded or chemically treated to create a surface profile that increases coating adhesion.
