If the Division determines that a referred decedent, in the actual or constructive possession of the Contractor or Orange County Medical Examiner’s Office, has resources or assets sufficient to cover necessary costs for burial or cremation services, or has family members or others who are willing to accept financial responsibility, the Division may refer the interment or cremation to the Contractor for final disposition of the remains as a private matter. The Division shall make final determination of eligibility for payment and to arrange for the disposition of a body referred to the Division requiring cremation or burial at public expense. The Contractor may subcontract all or any part of the required services, provided all subcontractors meet the minimum requirements for subcontractors, according to the Orange County Procurement Division, and the primary Contractor remains responsible for the performance of all services and activities in regard to this contract. The PIO Program is designed to create a safe, secure environment where the parents can learn the skills to help their children stay connected and learn to lead healthy, prosocial lives. At the core of PIO is the Parent Management Training curriculum, which appears on numerous national-level best practice lists, including the US Department of Justice. The Parent Management Training curriculum includes communication, problem solving, monitoring, positive reinforcement, and non-violent discipline techniques. XXX is an outcomes-based, developmentally-focused program that helps parents promote healthy child adjustment, prevent child problem behavior, and interrupt a cycle of intergenerational criminality. The creators of the PIO Program report the following research information as justification as to why it is so important to offer parenting classes to those who are incarcerated:
a. According to the Bureau of Justice Statistics, the number of individuals incarcerated in prisons and jails in the United States had reached almost 1.6 million by the end of 2008. One in every 99 U.S. residents is in prison or jail (Pew Center, 2008). One in every 31 Americans is incarcerated or on parole/probation (Pew Center, 2008).
