PRINCIPLES AND KEY OBJECTIVES. 3.1 The Councils intend this Agreement to be legally binding. 3.2 The Councils agree to work together to discharge the Councils' obligations in relation to the City Deal pursuant to and in accordance with this Agreement. 3.3 Without prejudice to the terms of this Agreement, the Councils agree that they shall conduct their relationship in accordance with the objectives and principles set out below and shall agree the number and scope of projects to be developed in order to provide an overall regional benefit to the Cardiff Capital Region.
