PROCEDURAL GUIDE. The Procedural Guide is prepared by the XXXXX Surfacing Certification Committee, reviewed by XXXXX General Counsel, approved by the XXXXX Board of Directors and distributed by XXXXX. It is the intent that this Procedural Guide will outline and amplify the provisions of the Participant’s License Application and Agreement for the guidance of those concerned with the operation of this program. Upon request, the Administrator or Validator will provide standard forms to be utilized in connection with the program along with instructions for their use. Samples of these forms are included in Section 12.

The notification procedures would differ depending upon whether the receiving Competent Authority seeks to address administrative or other minor errors or significant non-compliance.
