The Board shall establish a district PDC Staff Development Plan that shall meet the professional development needs of the teachers. This plan shall comply with all the regulations of the State Plan for Staff Development Education KAR 91-1-215 through 219 as adopted by the Kansas state Board of Education effective July 1, 2003. 2. The district Professional Development Council Staff Development Plan shall be ratified by the Association and the Board prior to submission to the State Board and shall be included by reference in this agreement.
