Program Goals. The PAR program will promote and encourage a cooperative relationship between the consulting teacher and the principal at each site. The guiding principle will be the improvement of the performance of the referred or volunteer teacher in order to provide better instruction for students. The Peer Assistance and Review Program will: a. provide Consulting Teachers to assist teachers who have received an unsatisfactory evaluation, b. provide Consulting Teachers to Volunteer Teachers c.
