Project Design and Performance Verification Studies. In accordance with Article 24.4, Developer shall perform project design and performance verification studies and shall provide design and performance verification study reports to the Connecting Transmission Owner and to the NYISO. Connecting Transmission Owner shall be free to witness any simulator demonstrations that are relevant to system performance.
