Promotions Requiring Higher Qualifications. If a vacancy within a bargaining unit position remains unfilled following a job competition, consideration for promotion may be given to the senior applicant who does not possess the required qualifications but is preparing for such qualifications prior to filling of a vacancy, and indicates so in his/her application. Such employee will be given an opportunity to qualify within a reasonable length of time not exceeding three (3) months and to revert to his/her former position if the required qualifications are not met within such time.
