PROMOTIONS/VOLUNTARY DEMOTIONS. Section 1. All promotions of employees of the Department to fill existing bargaining unit positions within the Department shall be made from the ranks of such employees in accordance with the procedures specified in the Personnel Code; provided any employee to be so promoted must be qualified for the position to be filled.
