QUALIFYING AGE LIMITS. (a) When notices are issued by the Authority requesting applications from Operators to qualify in types of service set forth in Section 1 of this Article, such notices will not specify any age limit of applicant to govern their eligibility, and such applications may be made without regard to age of applicant. Consideration by the Authority will be given to age of applicant, along with all other factors, but age alone will not be sufficient cause for rejection of an applicant to qualify for the particular type of service involved in such applications.
