Refusal of Facilities. The CAISO may refuse to exercise Operational Control over certain of an applicant’s or a Participating TO’s transmission lines, associated facilities, or Entitlements over which the CAISO does not currently exercise Operational Control if it determines that any one or more of the following conditions exist and it provides notice of its refusal in accordance with Section 4.1.1:
