Requests for Negotiations. A. If either party desires to open negotiations it shall notify the other party in writing not later than the second Tuesday in February of the school year in which the contract expires. Notification in writing from the Association shall be served on the Superintendent and from the Board shall be addressed to the President of the Association. B. Within twenty (20) days after receipt of such notice, an initial meeting will be held at which both parties will submit in writing their proposals, and thereafter additional items shall not be submitted by either party unless the other party consents thereto. C. Proposals shall be in form and detail to specify that to which agreement is sought in terms acceptable to the proponent without clarification or supplementation. Topical listings of items proposed for negotiation ("laundry lists") shall constitute a clear failure of compliance with this requirement and may be disregarded.
