Requirements for Radio Frequency Monitoring. BI’s HomeGuard location monitoring system combines advanced technology with reliability for monitoring the presence of an individual at a certain place during a certain time. The HomeGuard system consists of a battery- operated transmitter worn around the client's ankle 24/7. The transmitter sends an RF signal to a receiver in a set location, such as the client’s home, to communicate with the central monitoring computer and report the client's compliance with the authorized schedule.
