Retail Containers and Packaging Materials. 1. Where the containers and packing materials in which a good is presented for retail sale are classified in the Harmonized System with the good they contain, in accordance with General Rule 5(b) of the Harmonized System, they shall be disregarded in determining whether all non-originating materials used in the production of the good comply with the corresponding change in tariff classification set out in Annex 4-03.
