Rights of Access, Communication, and Use of Facilities. In accordance with Government Code Section 3543.1 (b) (EERA), the Association shall have the right of access at reasonable times to areas in which employees work, the right to use institutional bulletin boards, mail boxes, and other means of communication, subject to reasonable regulation and the right to use District facilities at reasonable times for the purpose of meetings concerned with the rights guaranteed by this chapter. Articles 4.1, 4.2, and 4.3 shall be regulated in accordance with Board Policies and Administrative Regulations. 4-4.1 Access - Authorized representatives of the Association shall have the right to transact official Association business on school property and utilize District facilities at reasonable times provided that such activities or use does not interfere with the instructional program or other programs/activities that have received prior approval by the District.
