Rules and Discipline. Section 1. The City shall have the right to establish, amend and enforce reasonable rules for employees to follow not in conflict with the expressed provisions of this Agreement. Section 2. New or amended rules will be published five (5) working days prior to their effective date. Section 3. In disciplining employees, the City will follow the progressive discipline steps as outlined below: Section 4. Violation of major infractions as outlined below shall subject an employee to disciplinary action, up to and including, discharge. 1. Conviction of the sale of narcotics.
