School-Based Management and Shared Decision Making. 20.1 Purpose It is the purpose of this article to allow broad based teams which might include administrators, teachers and parents at the school level to work collaboratively in the process of shared decision making. Shared decision making is a process in which all members of the education community at the school level collaborate in defining school goals, formulating policy and implementing programs to improve student performance and achievement. As schools continue to improve instructional programs and delivery systems, applications for restructuring efforts may be submitted to the District Restructuring Council (DRC) to facilitate a waiver of contract provisions, Board policy and/or California Education Code.
