Common use of Scope of Authority Clause in Contracts

Scope of Authority. Committee meetings will be used for discussion only, and the committee will have no authority to conduct any negotiations, bargain collectively or modify any provision of this Agreement. Nothing in this Article, except Section 5.1 or any committees’ activities will be subject to the grievance procedure in Article 9. Grievances related to Article 5.1 may be processed through Step 1 of the Panel grievance process. If not resolved, the Union may elevate the grievance to the Agency Head or designee for final review. Grievances related to Article 5.1 are not subject to pre-arbitration review meeting, mediation or arbitration.
