A youth may be assigned when ordered specifically to a secure residential facility without an independent assessment. In emergency situations, in accordance with a specific court order, or if an assessment has not been conducted prior to placement, the Contractor must cooperate with the independent assessor and the primary caseworker/agency responsible for placement to ensure the youth receives the required independent placement assessment within 20 days of placement.
