SHORELINE MASTER PROGRAM GUIDELINES. SMP Guidelines are state standards local governments must follow in drafting their SMPs. The Guidelines translate the broad policies of the SMA (found at RCW 90.58.020) into standards for regulation of shoreline uses as well as WAC 173-26.
