All employees shall be granted time off with pay when summoned as a witness before a judicial or quasi- judicial proceeding during the employee's normally scheduled work hours to which he or she is not a named party. 2. An employee shall be granted time off without pay to appear at a judicial or quasi-judicial proceeding to which he or she is a party.
