Spring Staffing. (a) Should there be more employees in a location than will be required the following year, the employee or employees with the least seniority within that location shall be declared surplus. Notification of surplus positions shall be made in writing to the affected employee or employees and the President of the Bargaining Unit no later than May 1. In addition to notification of surplus employees, all employees with less seniority than the most senior surplus shall also be notified.
