To this end, the City will make reasonable efforts to assure that properly qualified supervisory staff are assigned to all shifts, balanced by the need to respect the employee’s need to be away from the job and the organizational need to provide growth and development opportunities for the purpose of succession.

However, for the purpose of adequate staffing and supervision, a majority of the District Chief and Deputy Chief positions on a daily basis shall be filled by personnel holding that rank, whenever possible.
