SUBSTITUTE GRIEVANCE PROCEDURE. 21.9.1 A grievance is a claim filed by a substitute employee and/or the Association with the consent of an aggrieved substitute employee alleging that the District has violated, misinterpreted, misapplied, unfairly applied, or not applied any provision of this Agreement which affects said employee and which shall be processed as hereinafter provided. This Article shall not limit an employee's right to discuss a complaint via administrative channels and to solve the problem without resorting to these grievance channels. It is usually most desirable for a substitute employee and the appropriate administrator to resolve problems through free and informal communications. Substitute employees may obtain grievance forms from the Association Office or the District Human Resources Office.
