Substitution and Interchange Area 12. 3.1 All interchanges must occur at or within the team's interchange area, and only after the substituted player has crossed the boundaries and entered the Interchange area. All interchanges must be made on one side of the field and without delay. Physical contact is not necessary between interchanging players. Players leaving or entering the field shall not hinder or obstruct play and must enter from an onside position. Following the scoring of a Try whilst the play is dead, players may interchange at will without having to wait for the substituted player to enter the interchange area. RULING (Rule 17)- A Penalty to the non-offending Team at the point of the Infringement. 12.3.2 The only personnel allowed in the interchange will be the fourteen (14) registered players plus four (4) team management officials that are nominated on the Registration Sheet. That is a maximum of eighteen (18) people (this includes those players partaking on the field). Authorisation from NSWTA tournament control must be gained prior to the event for any other person(s) to be in the sub box area (includes extra officials such as a certified medical professional). Any personnel not complying with the uniform regulation will be requested to leave the sub box by tournament officials. If in the referees view a player/s or official/s leaving the sub box engages in illegal play that would under normal circumstance of general game play warrant being sent off, they should do so. This will incur an automatic minimum four (4) match suspension on top of any further suspension handed down by the judiciary. If in the referees view a player/s or official/s leaving the sub box engages in activities that would not under normal circumstance of general game play warrant being sent off, they should: • Record the number of the player(s) leaving the sub box to become involved in a melee or brawl or fight, • Advise the captain that they will report those players to NSWTA • File a report at the end of the game noting those players for the NSWTA to take action The action of leaving the sub box to become involved in a melee or brawl or fight will be an automatic 4 match suspension.   • Cost Recovery for RSTEP Requests by Registry Operator for the approval of Additional Services pursuant to Section 2.1 may be referred by ICANN to the Registry Services Technical Evaluation Panel (“RSTEP”) pursuant to that process at xxxx://xxx.xxxxx.xxx/en/registries/rsep/. In the event that such requests are referred to RSTEP, Registry Operator shall remit to ICANN the invoiced cost of the RSTEP review within fourteen (14) calendar days of receipt of a copy of the RSTEP invoice from ICANN, unless ICANN determines, in its sole and absolute discretion, to pay all or any portion of the invoiced cost of such RSTEP review.
