Switching System Hierarchy. 4.2.1 For purposes of this Article IV, each of the following Central Office Switches shall be designated as a “Primary Switch”: (a) Each access Tandem Ameritech operates in the LATA; (b) The initial switch Requesting Carrier employs to provide Telephone Exchange Service in the LATA; (c) Any access Tandem Requesting Carrier may establish for provision of Exchange Access in the LATA; and (d) Any additional switch Requesting Carrier may subsequently employ to provide Telephone Exchange Service in the LATA which Requesting Carrier may at its sole option designate as a Primary Switch; provided that the total number of Requesting Carrier Primary Switches for a LATA may not exceed the total number of Ameritech’s Primary Switches for that LATA. To the extent Requesting Carrier chooses to designate any additional switch as a Primary Switch, it shall provide notice to Ameritech of such designation at least ninety (90) days in advance of the date on which Requesting Carrier activates such switch as a Primary Switch. 4.2.2 Each Central Office Switch operated by the Parties which is not designated as a Primary Switch pursuant to Section IV.2.1 shall be designated as a “Secondary Switch”. 4.2.3 For purposes of Requesting Carrier routing traffic to Ameritech, sub-tending arrangements between Ameritech Primary Switches and Ameritech Secondary Switches shall be the same as the access Tandem/End Office sub-tending arrangements which Ameritech maintains for those switches. To the extent Requesting Carrier Cox chooses to designate any additional switch as a Primary Switch, it shall provide notice to Ameritech BA-RI of such designation at least ninety (90) days in advance of the date on which Requesting Carrier Cox activates such switch as a Primary Switch;
(e) any additional Access Tandem switch BA-RI may subsequently employ within a LATA. Traffic destined to sub- tending Secondary Switches routed via such a tandem(s) would be determined by network requirements and notice made available to Cox and all LECs at least one hundred- eighty (180) days prior to service introduction.
4.2.2 5.2.2 Each Central Office Switch operated by the Parties which is not designated as a Primary Switch pursuant to Section IV.2.1 5.2.1 shall be designated as a “Secondary Switch”.
4.2.3 5.2.3 For purposes of Requesting Carrier Cox routing traffic to AmeritechBA-RI, sub-tending arrangements between Ameritech BA-RI Primary Switches and Ameritech BA-RI Secondary Switches shall be the same as the access Access Tandem/End Office sub-tending arrangements which Ameritech BA-RI maintains for those switches. For purposes of Ameritech BA-RI routing traffic to Requesting CarrierCox, subtending arrangements between Requesting Carrier Cox=s Primary Switches and Requesting Carrier Cox=s Secondary Switches shall be the same as the access Access Tandem/End Office sub-sub- tending arrangements which Requesting Carrier Cox maintains for those switches.
4.2.4 Either Party may unilaterally reclassify its Central Office Switch as either a Primary Switch or Secondary Switch provided that such Party provides the other Party written notice thereof not less than one hundred and eighty (180) days prior to such reclassification.

4.2.2 5.2.2 For purposes of this Section 5.0, each of the following Central Office Switches shall be designated as a “Secondary Switch”.
(a) Each Central Office Switch operated by the Parties which is not designated as a Primary Switch pursuant to Section IV.2.1 5.2.1 shall be designated as a “Secondary Switch”.
4.2.3 (b) A geographically relevant End Office or functional equivalent, at a technically feasible IP established by one Party at the other Party’s request (collectively, a “Virtual End Office”). For purposes of Requesting Carrier this Agreement, a “geographically relevant” IP shall mean an IP that is located within the same Rate Center Area as the NXX’s to which traffic is to be terminated are assigned, or, with the mutual agreement of the Parties, an existing and currently utilized IP within the LATA but outside the applicable Rate Center Area. If after sixty (60) days following said request, the Parties have been unable to reach agreement on the additional Interconnection Point(s), then either Party may file a complaint with the Department to resolve such impasse or pursue any other remedy available under law or equity.
5.2.3 For purposes of Covad routing traffic to AmeritechBA, the sub-tending arrangements between Ameritech BA Primary Switches and Ameritech BA Secondary Switches shall be the same as the access Tandem/End Office sub-tending arrangements which Ameritech BA maintains for those switchesthe routing of its own or other carriers’ traffic. For purposes of Ameritech BA routing traffic to Requesting CarrierCovad, subtending the sub-tending arrangements between Requesting Carrier Covad Primary Switches and Requesting Carrier Covad Secondary Switches shall be the same as the access Tandem/End Office sub-tending arrangements which Requesting Carrier Covad maintains for those switchesthe routing of its own or other carriers’ traffic.
