Fiber-Meet. 3.8.1 Fiber Meet Interconnection between SBC-AMERITECH and CLEC can occur at any mutually agreeable and technically feasible point between CLEC’s premises and an SBC-AMERITECH Tandem or End Office within each LATA. 3.8.2 Where the Parties Interconnect their networks pursuant to a Fiber- meet, the Parties shall jointly engineer and operate a single transmission system. The transmission system shall be designed in a manner mutually agreed between the parties and consistent with this Article III. Only Interconnection trunks shall be provisioned over this facility. 3.8.3 The Parties shall, solely at their own expense, procure, install and maintain the agreed-upon Fiber Optic Terminal (“FOT”) equipment, multiplexing and fiber in each of their locations where the Parties establish a Fiber Meet for the purposes of interconnection, in capacity sufficient to provision and maintain all trunk groups prescribed by Articles III and IV. 3.8.4 There are currently four basic Fiber Meet design options. They are:
Fiber-Meet. 3.3.1 If the Parties Interconnect their networks pursuant to a Fiber-Meet, the Parties shall jointly engineer and operate a single Synchronous Optical Network (“SONET”) transmission system. Unless otherwise mutually agreed, this SONET transmission system shall be configured as illustrated in Exhibit A, and engineered, installed, and maintained as described in this Article III and in the Plan (as defined in Section 8.1). 3.3.2 Ameritech shall, wholly at its own expense, procure, install and maintain Optical Line Terminating Multiplexor (“OLTM”) equipment in the Ameritech Interconnection Wire Center (“AIWC”) identified for each LATA set forth on Schedule 2.1, in capacity sufficient to provision and maintain all logical trunk groups prescribed by Articles IV and V.
Fiber-Meet. 3.8.1 Fiber Meet Interconnection between SBC ILLINOIS and CLEC can occur at any mutually agreeable and technically feasible point between CLEC’s premises and an SBC ILLINOIS Tandem or End Office within each LATA. 3.8.2 Where the Parties Interconnect their networks pursuant to a Fiber-Meet, the Parties shall jointly engineer and operate a single point to point linear chain Synchronous Optical Network (“SONET”) transmission system. 3.8.3 The Parties shall, solely at their own expense, procure, install and maintain the agreed- upon Fiber Optic Terminal (“FOT”) equipment, multiplexing and fiber in each of their locations where the Parties establish a Fiber Meet for the purposes of interconnection, in capacity sufficient to provision and maintain all local and local/intralata toll trunk groups prescribed by Articles 3 and 4. 3.8.4 There are currently four basic Fiber Meet design options. They are:
Fiber-Meet. If the Parties Interconnect their networks pursuant to a Fiber-Meet, the Parties shall jointly engineer and operate a single Synchronous Optical Network (“SONET”) transmission system. Unless otherwise mutually agreed, this SONET transmission system shall be configured as illustrated in Exhibit A, and engineered, installed, and maintained as described in this Article III and in the Plan (as defined in Section 18.2). Each Party agrees to disable the Digital Control Channel (“DCC”) in its equipment that is part of the SONET system and each Party shall be responsible for the monitoring of its own node(s).
Fiber-Meet. Notwithstanding Sections 3.2.1, 3.2.2, and 3.2.3 above, if ComSouth elects to establish interconnection with BellSouth pursuant to a Fiber Meet Local Channel, ComSouth and BellSouth shall jointly engineer, operate and maintain a Synchronous Optical Network (SONET) transmission system by which they shall interconnect their transmission and routing of Local Traffic and ISP-Bound Traffic via a Local Channel at either the DS1 or DS3 level. The Parties shall work jointly to determine the specific transmission system. However, ComSouth’s SONET transmission system must be compatible with BellSouth’s equipment, and the Data Communications Channel (DCC) must be turned off. 3.4.1 Each Party, at its own expense, shall procure, install and maintain the agreed upon SONET transmission system in its network. 3.4.2 The Parties shall agree to a Fiber Meet point between the BellSouth Serving Wire Center and the ComSouth Serving Wire Center. The Parties shall deliver their fiber optic facilities to the Fiber Meet point with sufficient spare length to reach the fusion splice point for the Fiber Meet point. BellSouth shall, at its own expense, provide and maintain the fusion splice point for the Fiber Meet. A building type CLLI code will be established for each Fiber Meet point. All orders for interconnection facilities from the Fiber Meet point shall indicate the Fiber Meet point as the originating point for the facility. 3.4.3 Upon verbal request by ComSouth, BellSouth shall allow ComSouth access to the fusion splice point for the Fiber Meet point for maintenance purposes on ComSouth’s side of the Fiber Meet point. 3.4.4 Neither Party shall charge the other for its Local Channel portion of the Fiber Meet facility used exclusively for Local Traffic and ISP-Bound Traffic. The percentage of Local Channel facilities utilized for Local Traffic and ISP-Bound Traffic shall be determined based upon the application of the PLF factor as set forth in this Attachment. The charges applied to the percentage of Local Channel facilities used for Local Traffic and ISP-Bound Traffic as determined by the PLF factor are as set forth in Exhibit A. The remaining percentage of Local Channel facilities shall be billed at BellSouth’s applicable access tariff rates. Charges for switched and special access services shall be billed in accordance with the applicable BellSouth intrastate Access Services Tariff and or BellSouth’s FCC No. 1 Tariff.

Fiber-Meet. 4.3.1 If the Parties Interconnect their networks pursuant to a Fiber-Meet, the Parties shall jointly engineer and operate a single Synchronous Optical Network ("SONET") transmission system. The Parties shall jointly determine and agree upon the specific Optical Line Terminating Multiplexor ("OLTM") equipment to be utilized at each end of the SONET transmission system. If the Parties cannot agree on the OLTM, the following decision criteria shall apply to the selection of the OLTM: (a) First, the type of OLTM equipment utilized by both Parties within the LATA. Where more than one type of OLTM equipment is used in common by the Parties within the LATA, the Parties shall choose from among the common types of OLTM equipment according to the method described in subsection (c) below; (b) Second, the type of OLTM equipment utilized by both Parties anywhere outside the LATA. Where more than one type of OLTM equipment is used in common by the Parties outside the LATA, the Parties shall choose from among the common types of OLTM equipment according to the method described in subsection (c) below; and (c) Third, the Party first selecting the OLTM equipment shall be determined by lot and the choice to select such OLTM equipment shall thereafter alternate between the Parties. 4.3.2 Ameritech shall, wholly at its own expense, procure, install and maintain the agreed upon OLTM equipment in the Ameritech Interconnection Wire Center ("AIWC") identified for each LATA set forth on Schedule 3.0, in capacity sufficient to provision and maintain all logical trunk groups prescribed by Sections 5.0 and 6.0. 4.3.3 Consolidated shall, wholly at its own expense, procure, install and maintain the agreed upon OLTM equipment in the Consolidated Interconnection Wire Center ("CIWC") identified for that LATA in Schedule 3.0, in capacity sufficient to provision and maintain all logical trunk groups prescribed by Sections 5.0 and 6.0. 4.3.4 Ameritech shall designate a manhole or other suitable entry- way immediately outside the AIWC as a Fiber-Meet entry point, and shall make all necessary preparations to receive, and to allow and enable Consolidated to deliver, fiber optic facilities into that manhole with sufficient spare length to reach the OLTM equipment in the AIWC.
