Tenure Procedure. It is the candidate's responsibility to provide the Promotion, Tenure, and Renewal Committee with sufficient information for it to make a reasoned evaluation with respect to the criteria. Members of the Committee shall record their vote on an official ballot and shall write on the ballot a reasoned opinion supporting the vote. The Chair of the Committee shall prepare a written report from the Committee on each candidate which shall include the recommendation of the Committee, the result of the ballot vote, and any comments which the Chair wishes to make. Attached to the report and forming part of it shall be the original ballot of each Committee member. The report shall be forwarded to the President. The candidate shall be informed by the President in writing by December of the Committee’s recommendation to the President and of the President’s recommendation to the Board. The candidate shall receive a copy of the Committee report, including typed copies of the ballots. If the Presidents recommendation to the Board is inconsistent with the recommendation of the Committee, the President shall advise the candidate in writing of the reasons for his/her decision. All materials in an information file about a candidate, written Departmental opinions, records or evidence taken at hearings, materials used in arriving at the decision, and the Committee ballots shall be retained by the President. A decision of the Board which does not result in termination of employment may be grieved on the grounds of violation of discrimination pursuant to Article of significant procedural irregularity pursuant to Articles or or of violation of academic freedom pursuant to Article Promotion means a change in rank from Lecturer to Assistant Professor, or from Assistant Professor to Associate Professor, or from Associate Professor to Professor. To receive promotion to the rank of Assistant Professor the member shall: be a full-time tenured or probationary member of the teaching staff; hold a doctorate or the degree normally considered to be terminal in discipline, except that research or other scholarly work which is available for peer review and which represents a contribution to the member’s discipline or profession may compensate for lesser degree qualifications; and, have fulfilled his/her teaching responsibilities satisfactorily. It is the candidate’s responsibility to provide the Promotion, Tenure, and Renewal Committee with information for it to make a reasoned evaluation with respect to each of and above. To receive promotion to the rank of Associate Professor the member shall: be a full-time tenured member of the teaching staff; hold a doctorate or the degree normally considered to be terminal in his/her discipline; have fulfilled his/her teaching responsibilities satisfactorily; have done research or other scholarly work which is available for peer review and which represents a continuing contribution to the member’s discipline or profession that is additional to the doctoral thesis or to the work done in connection the degree considered to be terminal in his/her discipline; and, have, when invited to do so. accepted and discharged reasonable administ- rative responsibilities within the University community. It is the candidate’s responsibility to provide the Promotion, Tenure, and Renewal Committee with sufficient information for it to make a reasoned evaluation with respect to each of to above. Where all the criteria in to have not been met, the Promotion, Tenure, and Renewal Committee shall consider that: exceptional quality of teaching, which shall be demonstrated by peer and/or student evaluation of his/her teaching, may compensate for a lesser research and other scholarly output; exceptional research and scholarly output may compensate for lesser degree qualifications pursuant to (Et); exceptional competence in the activities of administrative service or in professional and/or community service related to the work of the candidate, coupled with teaching of a satisfactory quality, may compensate for a lesser research and other scholarly output; or, exceptional quality of teaching, which shall be demonstrated by peer student evaluation of his/her teaching, in combination with exceptional competence in the activities of administrative service or in professional and/or community service to the work of the candidate, may compensate for a lesser research and other scholarly output and for lesser degree qualifications. To receive promotion to the rank of Professor the member shall: be a full-time tenured member of the teaching staff; hold a doctorate or the degree normally considered to be terminal in his/her discipline, but exceptional research and other scholarly output may compensate for lesser degree qualifications; have fulfilled his/her teaching responsibilities satisfactorily; have done research or other scholarly work which Is available for peer review, which represents a contribution to the member’s discipline that Is additional to the requirements of and which indicates that the candidate has maintained an active contribution to the advancement of scholarly knowledge of the member’s profession. A sustained teaching record of exceptional quality which is demonstrated by peer and/or student evaluation, or a sustained and distinguished record of administrative accomplishment within the University coupled with teaching of good quality which is demonstrated by peer and/or student evaluation, may compensate for a moderate research and scholarly output; have at least ten years of a combination of full-time teaching research in a university or equivalent institution professional experience relevant to teaching and/or research at the university level; and, have, when invited to do so, accepted and discharged reasonable administ- rative responsibilities within the University community. It is the candidate’s responsibility to provide the Promotion, Tenure, and Renewal Committee with sufficient information for it to make a reasoned evaluation with respect to each of to above.

Tenure Procedure. (i) The Candidate shall prepare a dossier containing supporting information on teaching (See Article 11.12), scholarship, and service. A copy of all annual appraisals made during the probationary period shall be included in the dossier. The dossier will normally be completed during the forty-eight (48) months following the Candidate=s appointment, unless the candidate requests and is granted a twelve (12) month deferral (see Article 11.07 (b) (ii)). The candidate may submit the dossier to the Department Head and may request the initiation of the tenure process. (ii) The tenure process shall be initiated by the Candidate=s Department Head no later than forty-eight (48) months after the appointment or earlier, as described in Article 11.05 (a) (i) by notifying the PTC that the Candidate must be considered for tenure. The process may be deferred for one year, by request of the Candidate to the President. This deferral may be granted at the President=s discretion. Deferral must be requested, and the decision made, before the end of the forty- (iii) The Department Head shall request the Candidate’s dossier. (iv) The Department Head solicits opinions, in written form, of the tenured faculty members, in the Department, as to the suitability of the Candidate for tenure, and prepares a written summary of these opinions and provides a definitive recommendation of the Candidate=s suitability for tenure. This assessment is made available to the Candidate, who may make a written response. This material is added to the dossier and forwarded to the Promotion and Tenure Committee not more than three (3) months after the application is initiated. Candidates applying prior to forty-eight (48) months may withdraw the application at this point. (v) The PTC shall study the dossier submitted by the Department Head. It shall consider no anonymous material. (vi) Following such study, the PTC may meet jointly with the Candidate and Department Head. The purpose of the meeting is the candidate's responsibility to initiate discussion and to provide opportunity for both the Promotion, Tenure, Candidate and Renewal Committee with sufficient information for it the Department Head to make a reasoned evaluation present their positions with respect to tenure. (vii) In arriving at a decision, the criteria. Tenure Procedure. It External recommendations may be sought in reviewing a tenure application if either the candidate for tenure or the Area (Students) requests such an external assessment. The Area (Students), in consultation with the President (Academic), may request external references through written notification to the no later than July 1st of the final year of a probationary appointment. The Member may request external references through written notificationto the Area Deaflice-President (Students) and the Vice-president (Academic) no later than September 1st of the final year of a probationary appointment. In either case, when an external reference has been requested, no later than September 1st of the final year of a probationaryappointment, a Member who is eligible to be considered for tenure shall submit a list of at least four (4) and no morethanfive refereeswho are recognizedexperts inthe candidate’s field. At least one (1) of the nominated referees must hold a rank at least equivalent to Associate Professor. Each name must be accompanied by a brief description of the nominee’s qualifications to serve as a referee. The list of referees shall be consistent with the University of Winnipeg Conflict of Interest Policy and, further, shall not include individualswho were the candidate’s supervisor, or postdoctoral supervisor. Accompanying the list of potential referees the Member shall include a current curriculum vitae in the format specified in Appendix and three (3) copies of each of the materials (publications or other substantive evidence) which the Member considersto be the most important or the most representativeof work pursuant to clauses and No later than September the Area Deaflice-President (Students)will select three (3) of these nominees to serve as referees for the purpose of obtaining letters of appraisal and shall notify the candidate of their names. The or Vice-president (Academic) and Xxxx with the following information by September 30th: a copy of current curriculum vitae; copies of the written information given to students pursuant to Article for all courses taught by the candidate during the probationary period: a copy of those materials the candidate wishes to use as evidence of fulfilment of teaching responsibilities; a copy of those materials which the candidate wishes to use as evidence of fulfilment of research and other scholarly activities; and, any other information which the candidate feels would aid case. The Vice-president (AcademicStudents) shall have an information file assembled for each xxxxx- date containing the candidate's letter of appointment, a copy of the President's letter forward all applications and supporting documentation to the candidate pursuant to Article the materials described in and shall make this file accessible to all Promotion, Tenure, and Renewal Committee members. When the Vice-president appropriate within two (Academic) believes that confidential materials from the member's official personnel file should be used, the member shall be given a typed copy 2)working days of any such confidential materials, edited to remove statements that could identify the author and without the author being identified. The Committee shall have the same copy and shall know the identity of the author. The Xxxx of a candidate for tenure shall make the candidate's information file available to full-time faculty members in the candidate's School, Department or Faculty (excluding those on full-time probationary appointments who have been at the University for less than one year, faculty on term appointments, and faculty members who are on leave and unable to review the information file on campus in person) and shall solicit from each full- time faculty member in the School, Department or Faculty (excluding those noted above, the candidate, and the immediate supervisor) a written opinion on the application for tenure. Xxxx shall impress upon the members the need to relate opinions and comments to the criteria for tenure pursuant to the Faculty Employment Equity Policy, and to any formal criteria which are not inconsistent with this Agreement. The signed written opinion shall be submitted on the approved ballot to the Xxxx and, in cases where the Xxxx is not the candidate's immediate supervisor, a second copy of the signed written opinion shall be submitted on the approved ballot to the candidate's immediate supervisor. The Xxxx and, receipt including,where applicable, the immediate supervisor requiredlettersof reference from the external referees. The shall forward meet to consider all applications for tenure or continuing appointment. No Member shall serve on the ballots to the Vice-president (Academic) at least fifteen days when own candidacy is considered. The Member shall be invitedto appear before the meeting of the Promotionand to present any further evidence and/or supporting information, Tenureoral and/or written, and Renewal committee In cases in which the candidate holds a joint appointment, the Xxxx of the candidate's principal School, Department or Faculty shall make the candidate's information file available to full-time faculty members in the candidate's Secondary Program, School, Department or Faculty (excluding those on full-time probationary appointments who have been at the University for less than one year, faculty on term appointments, and faculty members who are on leave and unable to review the information on campus in person) and shall solicit written opinions from each full-time faculty member (excluding those noted above and the candidate) and the Director or Chair or Xxxx of the candidate's Secondary Program, School, Department or Facultydeems appropriate. The Xxxx shall impress upon request from the members the need Member any further supporting it deems necessary to relate opinions and comments to the criteria for tenure pursuant to the Faculty Employment Equity Policy, and to any formal departmental criteria which are not inconsistent with this Agreement. The signed written opinion shall be submitted on the approved ballot to the Xxxx and, in cases where the Xxxx is not the candidate's immediate supervisor, make a second copy of the signed written opinion shall be submitted on the approved ballot to the candidate's immediate supervisor. The Xxxx and, where applicable, the immediate supervisor shall forward the ballots to the Vice-president (Academic) at least fifteen days before the meeting of the Promotion, Tenure, and Renewal Committee. When a candidate for tenure may also be eligible for renewal, the Xxxx shall conduct a separate review pursuant to Article When a candidate is also applying for promotion to the rank of Associate Professor pursuant to Article the Xxxx shall conduct the reviews simultaneously. At least fifteen days before the meeting of the Promotion, Tenure, and Renewal Committee, the immediate supervisor shall supply the Vice-president (Academic) with own written recommendation concerning the candidate and shall provide the candidate with a copy of the recommendation. The immediate supervisor may comment on any material contained in the approved ballots which believes is not related to the relevant criteria. In cases where the Xxxx is not the candidate's immediate supervisor, the candidate may request that the Xxxx also supply the President (Academic) with own written recommendationconcerning the candidate. The Xxxx shall provide the candidate with a copy of the recommendation. The Xxxx may comment on any material contained in the approved ballots which believes is not related to the relevant criteria. At least fifteen days before the meeting of the Promotion, Tenure, and Renewal Committee to consider the candidate's tenure, the Xxxx shall advise the candidate in writing, with a copy to the Vice-president (Academic) of the number of faculty members supporting and not supporting tenure and shall provide with typed copies of the reasons given for the support or lack of support. These reasons shall be organized under the topics contained in the approved ballot. The candidate shall be invited to appear before the Committee and Member shall have the right to be accompanied by another Member. The shall assess the Member's overall record of performance against the appropriate criteria pursuant to this Article. A recommendationof the shall be based only on documentation pursuant to this Clause and to Clause The recommendation shall include a colleague numerical record of the vote upon which the recommendationis based, any dissenting and reasons for abstentions, if any. By November the Member shall be informed of the recommendation and provided with a written statement of the reasons for that recommendation. Such reasons shall relate only to the conditions and criteria for tenure or continuing appointment listed below. If the recommendation is not unanimous, the shall include any with the recommendation, and reasons for abstentions, If any. By November the chair of the shall forward the application and supporting documentation, together with the recommendation and reasons, any dissenting and reasons for abstentions, if any, to the Area reasons which are related only to the criteria for tenure or continuing appointment listed below, to the Area Xxxx, with a copy to the Member. In appearing before the Committee, the Member shall have the right to address the Committee, to respond to questions and to hear any new informationwhich may be given relative to candidacyaccompanied by another Member. The Promotion,Tenureshall assess the Member’s overall record of performance using the appropriateconditions and criteria pursuantto this Article. Except inthe case of Clause the recommendation shall be based only on documentation and information submitted or authorized by the Member, as well as the recommendations of the and the Chair/ The recommendation shall includea numerical recordof the vote on which that recommendation is based and the actual reasons for the recommendation for acceptance or denial of the applicationfor tenure or continuing appointment, and Renewal Committeereasonsfor abstentions, if any.
