Transfers for Just Cause. Transfers initiated for reasons other than program needs or surplus staff shall be initiated only for just cause. A notice of the specific reasons constituting just cause shall be given the Unit Member. At the Unit Member’s request, the grievance procedure (if used) shall begin at Level 3.
