As from 1 November 2011, Contracting Parties applying this Regulation may refuse to grant national or regional type approval if the vehicle type does not meet the requirements of this Regulation as amended by Supplement 9 or Supplement 10 or Supplement 11 and is not fitted with an Electronic Stability Control System and a Brake Assist System, both meeting the requirements of Annex 9 to this Regulation.
12.2. As from 1 November 2013, Contracting Parties applying this Regulation may refuse first national registration of a vehicle which does not meet the requirements of this Regulation as amended by Supplement 9 or Supplement 10 or Supplement 11 and is not fitted with an Electronic Stability Control System and a Brake Assist System, both meeting the requirements of Annex 9 to this Regulation.
12.3. As from the official date of entry into force of the 12 series Supplement 11 (30 January 2011) to the original version of amendmentsthis Regulation, no Contracting Party applying this Regulation shall refuse to grant or refuse to accept type approvals ECE approval under this Regulation as amended by the 12 series of amendments.
12.2. As from 1 September 2024, Contracting Parties applying this Regulation shall not be obliged to accept type approvals to the preceding series of amendments, first issued after 1 September 2024.

As from the official date of entry into force of the 12 series of amendmentsSupplement 8, no Contracting Party applying this Regulation shall refuse to grant or refuse to accept type approvals under this Regulation as amended by Supplement 8 to the 12 series original version of amendmentsthe Regulation.
12.214.2. As from 1 September 202424 months from the entry into force of Supplement 8, Contracting Parties applying this Regulation shall not grant approvals only if the headlamp type to be obliged to accept type approvals approved meets the requirements of this Regulation as amended by Supplement 8 to the preceding series original version of amendments, first issued after 1 September 2024the Regulation.
12.314.3. Until 1 September 2026, Contracting Parties applying Approvals granted under the preceding supplements to this Regulation shall accept type approvals to the preceding series of amendments, first issued before 1 September 2024remain valid.
12.4. As from 1 September 2026, Contracting Parties applying this Regulation shall not be obliged to accept type approvals issued to the preceding series of amendments to this Regulation.
12.5. Notwithstanding paragraph 12.4., Contracting Parties applying this Regulation shall continue to accept type approvals issued according to the preceding series of amendments to this Regulation, for the vehicles which are not affected by the changes introduced by the 12 series of amendments.
12.6. Contracting Parties applying this Regulation may grant type approvals according to any preceding series of amendments to this Regulation.
12.714.4. Contracting Parties applying this Regulation shall continue to grant approvals on the basis of the preceding supplements to this Regulation, provided that the headlamps are intended as replacements for fitting to vehicles in use.

Transitional Provisions. 12.1. As from the official date of entry into force of the 12 series of amendments1 September 2018, no Contracting Party applying this Regulation shall refuse to grant or refuse to accept type approvals under to this Regulation as amended by the 12 01 series of amendments.
12.2. As from 1 September 2024, Contracting Parties applying this Regulation shall not be obliged to accept type approvals to the preceding series of amendments, first issued Even after 1 September 2024.
12.3. Until 1 September 2026, Contracting Parties applying this Regulation shall accept type approvals to the preceding series of amendments, first issued before 1 September 2024.
12.4. As from 1 September 2026, Contracting Parties applying this Regulation shall not be obliged to accept type approvals issued to the preceding series of amendments to this Regulation.
12.5. Notwithstanding paragraph 12.4.2018, Contracting Parties applying this Regulation shall continue to accept type approvals issued according granted to the preceding 00 series of amendments to this Regulation. However, Contracting Parties applying this Regulation shall not be obliged to accept, for the vehicles which are purpose of national or regional type approval, type approvals to the 00 series of amendments to this Regulation for vehicle types not affected fitted with a Vehicle Stability Function (as defined in UN Regulation No. 13) or ESC and BAS.
12.3. As from 1 September 2018, Contracting Parties applying this Regulation shall grant type approvals only if the vehicle type to be approved meets the requirements of this Regulation as amended by the changes introduced by the 12 01 series of amendments.
12.6. Contracting Parties applying this Regulation may grant type approvals according to any preceding series of amendments to this Regulation.
12.712.4. Contracting Parties applying this Regulation shall continue not refuse to grant extensions of type approvals for existing approvals to any preceding series types, regardless of amendments to this Regulationwhether they are fitted with a Vehicle Stability Function (as defined in UN Regulation No. Annex 1 Braking equipment13) or ESC and BAS or not, devices, methods and conditions not covered by this Regulation

Transitional Provisions. 12.131.1. As from the official date of entry into force of the 12 03 series of amendments, no Contracting Party applying this Regulation shall refuse to grant or refuse to accept type approvals of vehicles, components or separate technical units under Parts I, II or III of this Regulation as amended by the 12 03 series of amendments.
12.231.2. Until 1 September 2019, Contracting Parties applying this Regulation shall not refuse to grant or refuse to accept type approvals of vehicles, components or separate technical units under Part I, II or III of this Regulation as amended by the 02 series of amendments.
31.3. As from 1 September 20242019, Contracting Parties applying this Regulation shall grant approvals only if the type of vehicle, component or separate technical unit to be approved meets the requirements of Part I, II or III of this Regulation as amended by the 03 series of amendments.
31.4. As from 1 September 2021, Contracting Parties applying this Regulation shall not be obliged to accept accept, for the purpose of national or regional type approvals to approval, a vehicle, component or separate technical unit which is not type approved under Part I, II or III of the preceding 03 series of amendments, first issued after 1 September 2024amendments to this Regulation.
12.331.5. Until 1 September 2026, Contracting Parties applying this Regulation shall accept type approvals to the preceding series of amendments, first issued before 1 September 2024.
12.4. As from 1 September 20262021, Contracting Parties applying this Regulation shall not be refuse to grant extensions of approval for vehicles, components or separate technical units which comply with this Regulation as amended by the 02 series of amendments. However, Contracting Parties which are still accepting approvals according to the 02 series of amendments as given in paragraph 31.4. beyond 1 September 2021 shall not refuse to grant extensions to approvals after 1 September 2021.
31.6. Notwithstanding the transitional provisions above, Contracting Parties whose application of this Regulation comes into force after the date of entry into force of the most recent series of amendments are not obliged to accept type approvals issued to which were granted in accordance with any of the preceding series of amendments to this Regulation.
12.5.
