TRAVEL TIME AND DELAY STUDY. The Engineer shall conduct travel time and delay studies for designated locations to evaluate existing levels of service and to make recommendations for improving traffic flow/operations. The Engineer shall perform the following: a. Perform a series of test vehicle runs through the section of roadway to obtain representative travel times. The floating car or average speed techniques (or both) may be used to obtain travel time.
