TROUBLESHOOTER PROCEDURE. (a) In an effort, among other things, to establish and maintain a workplace that is free of sexual and other forms of personal harassment, directed against members of the bargaining unit by either management personnel or other members of the bargaining unit, and in the belief that there are occasions when it will be mutually agreed by the parties that an expeditious and objective analysis of the nature of a dispute between two or more employees, is warranted, the parties have agreed to establish the following procedure.
