Unbundled Loop Modifications (Line Conditioning. 2.5.1 Line Conditioning is defined as the removal from the Loop of any devices that may diminish the capability of the Loop to deliver high-speed switched wireline telecommunications capability, including xDSL service. Such devices include, but are not limited to, load coils, bridged taps, low pass filters, and range extenders. 2.5.2 BellSouth shall condition Loops, as requested by <<customer_name>>, whether or not BellSouth offers advanced services to the End User on that Loop. 2.5.3 In some instances, <<customer_name>> will require access to a copper twisted pair loop unfettered by any intervening equipment (e.g., filters, load coils, range extenders, etc.), so that <<customer_name>> can use the loop for a variety of services by attaching appropriate terminal equipment at the ends. <<customer_name>> will determine the type of service that will be provided over the loop. BellSouth’s Unbundled Loop Modifications (ULM) process will be used to determine the costs and feasibility of conditioning the loops as requested. Rates for ULM are as set forth in Exhibit C of this Attachment 2. 2.5.4 In those cases where <<customer_name>> has requested that BellSouth modify a Loop so that it no longer meets the technical parameters of the original Loop type (e.g., voice grade, ISDN, ADSL, etc.) the resulting modified Loop will be ordered and maintained as a UCL. 2.5.5 The Unbundled Loop Modifications (ULM) offering provides the following elements: 1) removal of devices on 2-wire or 4-wire Loops equal to or less than 18,000 feet; 2) removal of devices on 2-wire or 4-wire Loops longer than 18,000 feet; and 3) removal of bridged-taps on loops of any length. 2.5.6 <<customer_name>> shall request Loop make up information pursuant to this Attachment prior to submitting a service inquiry and/or a LSR for the Loop type that <<customer_name>> desires BellSouth to condition.

If a spare loop facility that meets the loop modification specifications requested by Cat Communications (CCI) Inc. is available at the location for which the ULM was requested, Cat Communications (CCI) Inc. will have the option to change the loop facility to the qualifying spare facility rather than to provide ULM. In the event that BellSouth changes the loop facility in lieu of providing ULM, Cat Communications (CCI) Inc. will not be charged for ULM but will only be charged the service order charges for submitting an order.

If a spare loop facility that meets the loop modification specifications requested by NAS is available at the location for which the ULM was requested, NAS will have the option to change the loop facility to the qualifying spare facility rather than to provide ULM. In the event that BellSouth changes the loop facility in lieu of providing ULM, NAS will not be charged for ULM but will only be charged the service order charges for submitting an order.
