Unbundled Loop Modifications (Line Conditioning. 2.5.1 Line Conditioning is defined as the removal from the Loop of any devices that may diminish the capability of the Loop to deliver high-speed switched wireline telecommunications capability, including xDSL service. Such devices include, but are not limited to, load coils, bridged taps, low pass filters, and range extenders.
2.5.2 BellSouth shall condition Loops, as requested by FPBCityNet, whether or not BellSouth offers advanced services to the End User on that Loop.
2.5.3 In some instances, FPB CityNet will require access to a copper twisted pair Loop unfettered by any intervening equipment (e.g., filters, load coils, range extenders, etc.), so that FPB CityNet can use the Loop for a variety of services by attaching appropriate terminal equipment at the ends. FPB CityNet will determine the type of service that will be provided over the Loop. BellSouth’s ULM Unbundled Loop Modifications (ULM) process will be used to determine the costs and feasibility of conditioning the Loops as requested. Rates for ULM are as set forth in Exhibit B of this Attachment.
2.5.4 In those cases where FPB CityNet has requested that BellSouth modify a Loop so that it no longer meets the technical parameters of the original Loop type (e.g., voice grade, ISDN, ADSL, etc.), the resulting modified Loop will be ordered and maintained as a UCL.
2.5.5 ULM includes the following: 1) removal of devices on 2-wire or 4-wire Loops equal to or less than 18kft18,000 feet; 2) removal of devices on 2-wire or 4-wire Loops longer than 18kft18,000 feet; and 3) removal of bridged bridged-taps on Loops of any length.
2.5.6 FPB CityNet shall request Loop make up information pursuant to this Attachment prior to submitting a service inquiry and/or a LSR for the Loop type that FPB CityNet desires BellSouth to condition.
2.5.7 When requesting ULM for a Loop that BellSouth has previously provisioned for FPBCityNet, FPB CityNet will submit a service inquiry to BellSouth. If a spare Loop facility that meets the loop modification specifications requested by FPB CityNet is available at the location for which the ULM was requested, FPB CityNet will have the option to change the Loop facility to the qualifying spare facility rather than to provide ULM. In the event that BellSouth changes the Loop facility in lieu of providing ULM, FPB CityNet will not be charged for ULM but will only be charged the service order charges for submitting an order.
