The Employer shall make reasonable efforts to provide appropriate office space, which should include a telephone and a computer, to sessional members. Members are entitled to make use of the stenographic, duplicating, and computer services of the Employer for purposes of carrying out their University duties as specified in Article 9. 5.1 Special conferences for important matters will be arranged between the Union president and the designated representative of the Employer upon the request of either party. Such meetings shall be between at least two representatives of the Union and at least two representatives of the Employer and shall be scheduled outside of the employee's work day.
5.2 The Union shall be provided with bulletin boards, or sections thereof, for the purpose of posting Union materials. The Union shall have the right to use the school mails to distribute Union materials, provided such use is not found to be in violation of law by way of Court Decision.
5.3 The Union shall have the right to use school buildings for meetings in conformance with district policy on use of facilities. Equipment will only be operated by its usual operators.

5.5 Employees shall be represented by Union Stewards or the alternative Xxxxxxx. The Union shall furnish in writing to the Employer the names of stewards and alternates upon their election or appointment. The President, without loss of time or pay, may represent employees and present grievances to the Employer, at mutually agreeable times. Should it become necessary for the President to leave his/her work place to represent an employee, the President shall notify his/her immediate supervisor and give the name of the employee he/she is going to represent. The President shall notify the supervisor upon his/her return to work.

5.9 Upon request, the Employer, District may provide release time not to exceed two (2) times per year for the purpose of conducting Union meetings provided such release time does not interfere with a copy the normal operations of the proposed changesschools. Upon notification of the District by the Union, employees shall be allowed schedule adjustment time to facilitate Union meetings, not more than two (2) times per school year. In each instance above, the time allowed shall be limited to thirty (30) minutes per employee per instance.

Additionally, all employees recognized by Article 3 of this Agreement shall have the opportunity to join the Association and freely exercise the rights and benefits of this agreement.

The Association shall indemnify and save the district harmless against any and all claims, demands, suits or other forms of liability that may arise out of or by reason of action taken or not taken by the Employer in providing this information to the Association for the purpose of payroll deduction.
6.7 Three (3) months notice of any intention paid Association days per contract year will be allotted for the Association President/designee to propose changes in legislation affecting use for Association business. The Association will reimburse the Employer, with a copy District for necessary substitute service utilized during the President/designee's absence on these Association days. Said substitutes to be utilized only to do the work of the proposed changesabsent President/designee.
3.7 In the event of an amalgamation, consolidation, or merger of the University or any of its constituent units or sub-units with any other institution, the provisions of the Manitoba Labour Relations Act shall apply.

The Employer will not aid, promote, or finance any labor group or organization which purports to engage in collective bargaining, involving the Employees covered by this Agreement, for the duration of this Agreement, or any extensions thereof. UNION RIGHTS AND SECURITY. 3.1 A. The Employer Union and its representatives shall deduct and remit dues and provide information have the right to use employer buildings at all reasonable hours for meetings, provided that any additional costs incurred for the use of the facilities shall be borne by the Association.

3.8 In Employer once the event of an expansion and/or extension of Employer has remitted all deducted monies to the University by Union. The Association agrees to indemnify and save the creation of collegesBoard, schoolsand including each individual school board member, harmless against any and all claims, demands, suits, or other academic units forms of liability including back pay and all court or subadministrative agency costs that may arise out of or by reason of, action by the Board for the purpose of complying with this Agreement.
F. The Board agrees to furnish to the Association, in response to written requests, available public information concerning the financial resources of the district, tentative budgetary requirements and allocation, and such other non-units offering academic programmesprivileged information relevant to collective bargaining. The Association shall reimburse the Board for reasonable expenses incurred in furnishing information or making records available.
G. Upon written authorization from the employee, the employer shall deduct from the wages/salary of the employee and make appropriate remittance for voluntary contributions to NEA-PAC, MEA-PAC, annuities, credit union, savings bonds, charitable donations, or any other plans or programs jointly approved by the Union and the Employer.
H. I. UNION RIGHTS AND SECURITY. 3.1 The Union shall have, in addition to other rights expressly set forth or provided by statute, the following rights:
2.1 Special Conferences for important matters will be arranged at a mutually agreeable time between the Union President and the designated representative of the Employer upon the request of either party. Such meetings shall deduct be between at least two representatives of the Union and remit dues two representatives of the Employer.
2.2 The Union shall be provided with bulletin boards, or sections thereof, for the purpose of posting Union materials. 3.2 2.5 Employees shall be represented by Union Stewards, or in the absence of the regular Xxxxxxx, by an Alternate Xxxxxxx. The Employer Union shall forward furnish, in writing, to the Union, by the 15th of each month, a list showing, since the issuance of the last such listEmployer, the names of all new membersStewards and Alternate Stewards upon their election or appointment. The Stewards, during working hours, without loss of time or pay, may represent employees in negotiations, or present grievances to the Employer. 3.10 Members on recognition clause, Article 3 above: wages/salary, full-time or /part-time appointments are entitled to office spaceemployment status, inclusive of mid-year changes and new hires. The Association shall indemnify and save the district harmless against any and all claims, demands, suits or other forms of liability that may arise out of or by reason of action taken or not taken by the Employer shall in providing this information.
6.6 Six (6) paid Association days per contract year will be allotted for the Association President/designee to use for Association business. The Association will reimburse the District for necessary substitute service utilized during the President/designee's absence on these Association days. Said substitutes to be utilized only to do the work of the absent President/designee.
6.7 Each bargaining unit member who works the afternoon and/or night shift (3:00-11:00)/(11:00-7:00) will be allowed two hours of paid release time every other month for the purpose of attending Association meetings. The bargaining unit member will make reasonable efforts to provide appropriate office space, which should include a telephone and a computer, to sessional members. UNION RIGHTS AND SECURITY. 3.1 The Employer shall deduct and remit dues and provide information to the Union as required by the provisions of the Labour Relations Act of the Province of Manitoba, the two relevant sections of which are reprinted below: Compulsory check-off 68(1): Every Collective Agreement entered into, revised or renewed between a union and an employer after the thirty-first day of October, 1972, shall contain a provision requiring the employer (a) to deduct from the wages of each employee in the unit affected by the Collective Agreement, whether or not the employee is a member of the union, the amount of the regular membership dues payable by a member of the union, except that where the employee is not a member of the union the amount deducted shall not include any portion of such dues that is payable in respect of pension, superannuation, sickness, insurance or other benefits that are available only to persons who are or have been members of the union or in respect of special assessments payable by members of the union; (b) to remit the amounts deducted under Clause (a) to the union monthly or as may be amended provided in the Collective Agreement; and (c) to inform the union, monthly or as may be provided in the Collective Agreement, of the names of the employees from time whose wages deductions have been made under Clause (a) and the amounts so deducted from each employee's wages. 3.2 The Employer shall forward to the Union, by the 15th of each month, a list showing, since the issuance of the last such list, the names of all new members, the dates on which they were employed, the Departments in which they are employed, the names of all members who have left the employ of the Employer, with the dates of their severance, and the names of all members who have been granted leave.
3.3 The Employer agrees to provide the Union with the following services and facilities:
(a) serviced office space at agreed rates as specified on a standard lease form; the Union will bear the total cost of any telephone installation and maintenance;
(b) internal mail service for Union business, provided that such use is not excessive; if it is, charges may be negotiated; all external mailing will be charged normal postal rates;
(c) duplicating service, computer and audio-visual facilities at internal rates; the priority will be on the same basis as that afforded to other internal users;
(d) meeting rooms free of charge, provided that the normal business of the University is not interrupted;
(e) processing of the Union payroll at agreed rates as specified on a standard lease form;
(f) access to existing bulletin boards and an additional bulletin board outside the Union office;

UNION RIGHTS AND SECURITY. 3.1 The Union shall have, in addition to other rights expressly set forth or provided by statute, the following rights:
5.1 Special conferences for important matters will be arranged between the Union president and the designated representative of the Employer upon the request of either party. Such meetings shall be between at least two representatives of the Union and two representatives of the Employer and shall be scheduled outside of the employee's work day.
5.2 The Union shall be provided with bulletin boards, or sections thereof, for the purpose of posting Union materials. The Union shall have the right to use the school mails to distribute Union materials, provided such use is not found to be in violation of law by way of Court Decision.
5.3 The Union shall have the right to use school buildings for meetings in conformance with district policy on use of facilities. Equipment will only be operated by its usual operators and is not to be used during regular working hours.
5.4 Duly authorized representatives of the State and National levels of the Union shall be permitted to transact Union business on school property provided that this shall not interfere with nor interrupt normal school operations.
5.5 Employees shall be represented by Union Stewards or the alternative Xxxxxxx. The Union shall furnish in writing to the Employer the names of stewards and alternates upon their election or appointment. The President, during working hours, without loss of time or pay, may represent employees and present grievances to the Employer, at mutually agreeable times. Should it become necessary for the President to leave his/her work place to represent an employee, the President shall notify his/her immediate supervisor and give the name of the employee he/she is going to represent. The President shall notify the supervisor upon his/her return to work.

UNION RIGHTS AND SECURITY. 3.1 A. UNION RIGHTS AND SECURITY. 3.1 A. 3.8 In Employer once the event of an expansion and/or extension of Employer has remitted all deducted monies to the University by Union. The Association agrees to indemnify and save the creation of collegesBoard, schoolsand including each individual school board member, harmless against any and all claims, demands, suits, or other academic units forms of liability including back pay and all court or subadministrative agency costs that may arise out of or by reason of, action by the Board for the purpose of complying with this Agreement.
F. The Board agrees to furnish to the Association, in response to written requests, available public information concerning the financial resources of the district, tentative budgetary requirements and allocation, and such other non-units offering academic programmesprivileged information relevant to collective bargaining. The Association shall reimburse the Board for reasonable expenses incurred in furnishing information or making records available.
G. Upon written authorization from the employee, the employer shall deduct from the wages/salary of the employee and make appropriate remittance for voluntary contributions to NEA-PAC, MEA-PAC, annuities, credit union, savings bonds, charitable donations, or any other plans or programs jointly approved by the Union and the Employer.
H. The duties of any bargaining unit member or the offering responsibilities of academic programmes off-campus, the employees therein who are eligible for membership any position in the bargaining unit shall immediately become members not be altered, increased, or transferred to persons not covered by this Agreement without prior discussion with the Union.
I. The Employer agrees that supervisor or non-unit personnel shall not be used at any time to displace employees regularly employed in the bargaining unit, except in emergencies when Union employees are not available or have refused to do the work as assigned except in cases where unsafe conditions are being charged by an employee. For purposes of this provision, an emergency shall be defined as an unforeseen circumstance or a combination of circumstances, which call for immediate action in a situation, which is not expected to be of a recurring nature.
