FEDERATION RIGHTS. Section 1. If the Federation designates a member employee to act in the capacity as official spokesperson for the Federation on any matter, such a designation shall be made in writing and shall specify the period covered by the designation.
Section 2. A written list of the accredited officers and representatives of the individual bargaining units shall be furnished to the agency director immediately after their election and the agency director shall be notified of any changes of said representatives within seven calendar days.
Section 3. The internal business of the Federation shall be conducted by the employees during their non-duty hours; provided, however, that selected and designated Federation officers or appointees shall be allowed a reasonable amount of paid time to investigate and process grievances, including arbitration matters, but the Employer will not compensate the aforementioned individuals for time spent in such activities outside of their normal work schedule, nor may an individual create any overtime liability as a direct or indirect result of such activities.
Section 4. The Federation’s staff will be allowed to visit work areas of the employees during work hours and confer on employment relations matters, provided that such visitations shall be coordinated in advance with Management and shall not unduly disrupt work in progress.
Section 5. The Federation may utilize a reasonable amount of space on bulletin boards as determined by local management on bulletin boards currently used for employee notices. No derogatory information concerning the Employer shall be posted by the Federation. The union shall have the right to utilize the State's email system for the purpose of posting and communicating electronic notices. The union will comply with all State policies and practices regarding the appropriate use of electronic communications. Under no conditions shall the email system be used to promote or oppose political candidates, ballot issues or referenda.
Section 6. Accredited Federation representatives shall, with the written approval of the employee, have the right to inspect an employee's personnel file, with the exception of medical information unless the issue involves such matters, and only where justification is advanced for such access by the Federation.

FEDERATION RIGHTS. 27.1 The Federation shall be granted the right to use school buildings and equipment for meetings both of the general membership and of various groups or committees. Such use of buildings and equipment shall be during times when they are not in use for normal educational purposes and shall not conflict with consent previously granted for the use of the requested facilities. Any extra expense incurred by such use shall be paid by the Federation.
27.2 The Federation may use the school inter-building mailing system for distribution of its official communications to employees.
27.3 Employees who are elected delegates to the New York State Teachers Retirement System shall be granted leave without charge to other leave credits to attend the annual meeting of the New York State Teachers Retirement System and shall receive such additional leave without pay as may be necessary and proper for the conduct of their elective offices.
27.4 The elected delegates to the New York State United Teachers shall be granted leave without charge to other leave credits to attend the regularly scheduled annual conventions of said organization.
A. The Federation president, TNT chairperson (in bargaining years) and grievance chairperson will be relieved of non-teaching supervisory assignments. The Federation shall be responsible for notifying the District in May of each school year of the names of the individuals affected. The District's obligation under this paragraph shall be limited to relieving no more than two employees per building of such assignments.
B. The schedules, including homeroom, study hall and other assignments of the senior building representatives and TNT chairperson (in non-bargaining years) will be constructed by the building principal in consultation with the affected individual, where feasible and consistent with the educational program of each school, with consideration of the responsibilities of such employees for the administration of this Agreement. Questions of scheduling hereunder shall be resolved between the affected individual and the building principal.
C. Where possible, the teaching day of the Federation President will be reduced to permit administration of this Agreement.
27.6 The Federation shall be entitled to 17 days during the school year on which a Federation representative will be relieved of all regular assignments to administer this Agreement and attend NYSUT workshops or conferences. Notice of the date on which said leave is to be taken an...
FEDERATION RIGHTS. 1. The following organizational rights shall not be enjoyed by any rival organization.
2. The Federation shall be able to use existing bulletin board(s) or place bulletin boards at the Education Center and Iowa Street locations in a mutual agreeable location(s) that are visible to employees.
3. The Federation shall be represented on committees established by the Board when other employee groups are represented.
4. The facilities requested by the Federation shall not be denied, except where there is a previously announced and conflicting meeting or activity.
5. Information, statistics, and records relating to wages, hours, benefits, and all other terms and conditions of employment reasonably necessary for the proper enforcement of the terms of this contract, to the extent permitted by privacy laws, shall be made available to the Federation upon request at cost. The Federation President shall receive information which is to be given to the public on the Friday before the Board of Education meeting or as soon thereafter as it is available.
6. The Federation shall have the right to distribute bulletins and other pertinent materials through the inter-school mail delivery and/or by placing them in the mailboxes of employees or by distributing them to employees at their work locations, provided that the employee's normal work duties are not disrupted.
7. The Federation President, or his/her designee who is employed by the Board, shall have the right to visit schools and other work locations to investigate working conditions, employee complaints or problems, or for a purpose relating to the terms and conditions of employment, provided there is no interruption of the employee's normal duties and that the Federation representative announced his/her presence to the principal, or to the person in charge if the principal is not immediately available.
8. The Board shall provide the Federation with the names and addresses of new bargaining unit employees, and the change of addresses and new positions of current employees. The Board will provide annually, within twenty (20) days of the first paycheck, to the Federation a list of bargaining unit members including their work location, classification, and home address. In addition, the Board will provide a list of employees and their seniority dates. As soon as telephone numbers are entered into Board computers, the Board will provide them with the directory information unless the employee objects.

FEDERATION RIGHTS. Recognition Rights The Board hereby recognizes and agrees that the Federation has the sole and exclusive right to represent all teachers as their bargaining agent pursuant to the Board's Employee Relations Policy.
FEDERATION RIGHTS. Any grievant shall be entitled to a Federation representative at any stage of the grievance procedure. Nothing herein shall preclude any grievant from filing and processing his/her grievance without the assistance of a representative.
FEDERATION RIGHTS. In accordance with PELRA, the School Board recognizes the Robbinsdale Federation of Teachers, Local 872, as the exclusive representative of teachers employed by the School Board of Independent School District 281, which exclusive representative shall have those rights and responsibilities as prescribed by the PELRA and as described in the provisions of this agreement. When meetings are mutually scheduled by the parties to confer or negotiate during working hours, the teachers, upon proper application, shall be relieved by substitutes and shall suffer no loss of pay. The Federation president may be scheduled for an amount of non-teaching time as determined by the Federation. The daily schedule for the Federation president shall be agreed to by the Federation, the building principal, and the Human Resources Office by May 1 prior to the school year in which the schedule will take effect. Upon request to the community education and facilities division or building principal, the Federation shall be permitted to meet within the school at times and under circumstances that will not interfere with the instructional programs or the total school use. FEDERATION RIGHTS. A. The Federation and its representative shall have the privilege of using the school buildings for meetings subject to the approval of the building principal. Such approval shall not be unreasonably denied.
B. Federation representatives shall have the right to conduct Federation business on school property, after proper notification to the building principal, provided the representatives do not interfere with the normal activities of the school and not in the presence of students.
C. The Federation shall have the use of school facilities and equipment at reasonable term, provided that equipment is not otherwise in use, and the Federation supplies its own paper. Any direct cost will be borne by the Federation.
D. Whenever any representative of the Federation or any employee is mutually scheduled by the parties to participate during work hours in negotiations, grievance proceedings, or any other activity related to the administration of this agreement, s/he shall suffer no loss in pay.
E. The Committee agrees to make available to the Federation, in response to requests, all available information allowable under law relevant to negotiations and contract administration.
F. The Federation shall have the right to place material dealing with the proper and legitimate business of the Federation in the e-mail or mailboxes of employees, provided that the materials handed out are not countered to this agreement. Said use shall not violate applicable postal service statutes or regulations.
FEDERATION RIGHTS. A. The Federation may use District facilities. It shall comply with all reasonable District rules and regulations governing their use.
B. The Federation shall have the right to post notices on bulletin boards designated by the District, or portions of bulletin boards, of reasonable size designated by the District. These bulletin boards, or designated portions thereof, will be easily accessible, for the exclusive use of the Federation, and in areas frequented by unit members.
C. The Federation may use the District mail service to the extent permitted by law, and unit member mail boxes for written communication.
D. Representatives of the Federation may make short announcements, not to exceed ten (10) minutes, at staff meetings as scheduled by the site administrator.
E. Authorized representatives of the Federation shall be permitted to transact official business with site unit members on school property as long as they do not interfere with student learning or staff duties.
F. The District shall provide the Federation with two (2) copies of each Board meeting agenda at the time they are made available to the members of the Board of Education.
G. A list of names, addresses, telephone numbers and sites of unit members shall be provided to the Federation in September of each school year. The release of addresses and telephone numbers shall occur unless unit members provide written requests not to release this information.
H. Unit members are entitled to be represented by the Federation in their employment relationships with the District as required by law. Such representation may include, but is not limited to, attendance at disciplinary and investigatory meetings that may lead to disciplinary action.
I. The Federation shall be entitled to twenty (20) days of release time each school year for use by the Federation President, or designee, in processing grievances or conducting other Federation business if the duties occur on scheduled work days. The Federation with prior District consent may purchase additional days of release time for Federation business at the cost of the involved unit member’s substitute, if one is used. The Federation shall make a written request to the Adult Education Director, or designee, at least twenty-four (24) hours prior to the date of the requested release time.

FEDERATION RIGHTS. A. The Federation shall have the right to transact organization business on school property at all reasonable times, provided that it does not interfere with or interrupt class or other normal school operations. Such rooms or other appropriate meeting facilities shall be made available as provided by law, to the Federation without charge.
B. The Federation shall have the right to post notices of activities and matters of business and concern to unit members on designated unit member bulletin boards.
C. Representatives of the Federation shall have the right to visit the schools. Such representatives shall make known their presence to the appropriate authority in the school. Such visits shall be scheduled such that there is no interruption to classes or the normal school operations.
D. Copies of the agenda for all regular meetings of the Board of Education shall be available to the Federation.
E. Copies of public District bulletins which relate generally to unit members shall be available to the Federation.
F. Copies of the minutes of regular Board of Education meetings shall be available to the Federation.
G. Payroll deduction of dues for members of the Federation shall be made. The Federation agrees to submit all necessary forms and information required by the Business Division.
