Use of Aides, Student Helpers, Temporary Employees and Volunteers. A. The CSEA and the Board recognize the importance of the participation of parents and community members in the schools and acknowledge that parent and community volunteers may perform activities on behalf of the schools, so long as those activities do not lead to a reduction in the workforce, failure to fill vacancies, or the layoff of any bargaining unit member. Likewise, aides, student helpers, temporary employees and volunteers shall not be used to fill a position within any of the job classifications covered by this Agreement except as expressly permitted by this Agreement or in the event regular full-time people are not available to fill the position.
